20 - 30m window to garage through wood should be ok, any radio link asymmetry could be overcome by adjusting the bridge transmit power.

Can you log onto the IOTT router and post a screenshot like this, red squares not needed? Or just let me know the DHCP server start IP address.
not ideal but yes, just disconnect IOTT router WAN from ISP router and reconnect when needed.
Do you use the VPN connection?
Your DVR and indoor / outdoor stations need fixed IP addresses and must not conflict with the IOTT router. Let me check the IOTT router specs.

Makes sense, search on google or a local Facebook / WhatsApp community group for a Hikvision installer.
using the sadp tool is the best way to set the DVR / indoor / outdoor stations and activate / set IP address / DHCP.
on your pc / laptop download and Install sadp
for sadp to work...

DVR 192.168.1.10
Outdoor station 192.168.1.11
internal station 192.168.1.12
subnet masks are all the same 255.255.255.0
gateways are all the same 192.168.1.1
If you can't set fixed IP addresses for the outdoor...
Are there any logs you can check on either device or ivms4200? There may be error messages or codes (like x0000abce) that may help.
Logs are usually under advanced settings.

What happens when DHCP is enabled on the internal and external stations?
Do they get an IPV4 address from the IOTT router?
What LAN subnets are the routers on? include the subnet mask as well.

For initial setup and test I would do this on the bench....
And then move on to the actual setup with fixed IP addresses outside the range of the router DHCP server.

I was wondering why there were 3 routers on your local network. Are 2 routers connected to your internet service providers (ISP) router? Is the ISP router in modem mode and you get 2 public IP addresses from your ISP? To help me get a better understanding, could you post a hand drawn network...
I wonder if the 2 NVR LAN ports are like a layer 1 hub with the MAC coming from the NVR? Or some layer 1/2 hybrid.
Some devices don’t like VLAN tagging.
