Thanks Dan, just saw your post after I wrote my previous comment, issue is now fixed. If it helps anyone else searching for this issue...

FIXED! I spent some time pawing through each and every setting on the camera, out the box the Configuration > Local > Live View...

If I log in to the NVR directly, live view works fine via websocket, however if I log in to any of the 9 cameras, live view does not...
