ANPR application, what would be the simplest protocol to use to receive the licence plate alerts and allow me to process them with php and/or html?

I am trying to create an vehicle-monitoring application for our small village, using a ALPR camera (such as HikVision DS-2CD4A26FWD-IZ, or similar) and RPi4. The camera handles the licence plate recognition, and supports a variety of protocols (including RTP, RTSP, RTCP, SNMP, IGMP) to send details of the licence plate. What would be the simplest protocol to use to receive the licence plate alerts and allow me to process them with php and/or html? It does need to be the best, just the simplest to implement

TCP server on RAPI, enter server ip under Alarm server in camera, and receive XML + Binary images

Also got ANR option, so if connection is down, itll retransmit the passes your server did not collect
