Can you please confirm the model number for the product that is giving you this error code?
What firmware version is the model currently running?
Where are you seeing this error code? In the mobile app, when accessing with a browser, or somewhere else?
I've downloaded hikvision app to my phone but it says camera is offline and when I click live view it comes up with that error code....it was I stalled in the house when I moved in
How did you add the NVR to the Hik-Connect app?
In the NVR menu on the direct monitor, under Network > Advanced > Platform Access, is Hik-Connect enabled? Did you enable it or was it already enabled when you first accessed the NVR?
Can you also go to Maintenance > System Info > Device Info and confirm the firmware version the NVR is currently using?
It was already enabled.
I just down loaded app and logged in and it came up as online device but when I click on camera or live view just comes up with the error

Hik-Connect is designed with the primary focus of viewing your cameras. You do not get the same level of access to settings that you get connecting to your device in a web browser or in iVMS-4200, which we have found to be a common misconception amongst customers. It will, however, allow you to view and download recordings...
