On IVMS 4500, I dont have the option for the sub stream, like I do on the other cameras.Looks more like the sub stream resolution.

My first thought would be network/cabling issues.
Is this camera connected via a home-made cable?
If so, try it with a short factory-made patch lead and see if it improves.
As always, also check that all your HikVision devices are running the latest firmware.
Hmm, that rules out cables as the cause.
Are all your cameras plugged directly into the NVR?
POE powered by the NVR?

The EN for English version is the one you need.
I doubt that this is firmware related, but best to bring it all up to the latest version before trying to diagnose any issues.
What firmware version are your cameras running please?
What camera models do you have please?
