How to download metadata of pictures from ANPR camera?

I need to download metadata for ANPR function of a camera using ISAPI or some programmatic way.

But how to download content of this XLS file using a non-interactive script?

I made myself a C# server and told camera to send data in realtime.

I get ANPR properties in xml and 3 images in binary.

It is multipart data packets

To tell camera to send data to your app. You need to assign Alarm Server or HTTP Listener
