I'm connecting my electric gate status (to a Crestron digital input) and my Hikvision ColorVu G3 camera's motion detection alarm output (to another Crestron digital input). I want the Crestron to process the logic so that when the gate is closed and motion is detected, it triggers a relay closure connected to the camera's alarm input. Can the Hikvision ColorVu G3 camera be configured to flash its lights and sound its siren specifically when its alarm input is triggered in this way?

Not directly. Motion detection can be configured to trigger the output as can the alarm input. However you’re looking for AND logic rather than OR where either will trigger it.
You could possibly set motion detection to trigger the alarm output at all times and have the gate close signal trigger the coil of a separate standard relay. Connecting the two outputs in series would allow whatever end device you’re switching to only activate when both relay output and camera output were closed.
Another way would be through Home Assistant, Hubitat, node-red where you may be able to create an automation that does it.
The easiest way is just to link motion to camera alarm output and wire that through a gate closed relay.
