HIKVision NVR corrupted user database

It really sounds like something is blocking the port or the port is occupied.

With your laptop's WiFi adapter disabled, connect the NVR directly from its LAN port to your laptop LAN port. Same message?

If so, run cmd with admin privileges and check with netstat. Let me know what it reports on the following:

netstat -na|findstr 9978
netstat -na|findstr 69
