4 working cameras are already plugged into the NVR.
Added a Poe switch to the network, can see the cameras, press “add” and keep getting the message “no more IP cameras allowed”

No. The maximum is 4 cameras or 40Mbps incoming bandwidth, whichever is reached first.
If you want to add cameras you'll need to upgrade to a DS-7608NXI-K1/4P(D) which would allow up to 8 cameras (or 80Mbps incoming bandwidth). You'd also get the benefit of AcuSense (Human/Vehicle event filtering) on any cameras that don't have the facility. It looks as though your existing NVR is on old version 3 firmware so a new NVR would be far more capable.
If you don't need to see your additional cameras directly on a monitor connected to that NVR, you could just pop an SD card in them for recording and view. them via the Hik-Connect app alongside those on your NVR.
