So those are the cameras connected to the old NVR with my laptop connected to it too. As you can see I have set the IPs to match my network etc.

Ok, the only thing I can think is that this may be a Mac SADP/browser issue because cameras running certain older firmware were not well supported by SADP and browsers on a Mac.
You could try moving the cameras back to the PoE switch and then manually add the cameras using those IP addresses to the iVMS-4200 software and you can then access the remote configuration of those devices and hard reset them.
If the devices won't connect to iVMS-4200 then the only remaining option is to get hands-on with the cameras and perform a hard reset using the physical reset button on the cameras.
