Hik-Connect My HIK Connect has stopped working when I'm not in the house and on wifi?

I changed that on the DVR, but sadly no joy on the phone - see pics

Disable(uncheck) Platform access wait for a few minutes and then re-enable.
What is the Hik-Connect version on your smartphone? Latest version seems to be 6.8.500.0403 for Android devices.
Check the primary and secondary DNS on your NVR. This should be 8.8.8.8 and 8.8.4.4. You could also try as primary DNS, the one of your dsl router Gateway that could be 192.168.1.1 or similar

This should be OK with your Gateway 192.168.1.254 as Preferred but you can also try Google's 8.8.8.8 and as Alternate the 8.8.4.4
I suppose that Enable DNS DHCP means Auto DNS which uses automaticaly your Gateway IP, so you have to disable, apply and then add 8.8.8.8 and 8.8.4.4

From what I can see you have your DVR added as a local device via IP address (local device). You won't be able to connect outside your home using that setup regardless of whether the DVR is connected to Hik-Connect or not. You need to log in to your Hik-Connect account on the app and add the DVR to your Hik-Connect account if you haven't already. Then it will be available regardless of where you are. The existing 'local' connection that works on WiFi can just be renamed to 'Backup' as it'll only ever work when you're on your local network.

You should change the primary DNS on the DVR to 8.8.8.8 and use 192.168.1.254 as the secondary DNS server, as using the 192.168.1.254 address will use BT's DNS server rather than a public one.
 
On first picture posted, this seems Online, but possibly happens what you say with the app.
